My Question Is:
I have an HP laptop with Windows Vista. I need to design a working website, but I have no idea what program I should get. I don’t want to spend more than $100 on the software. Any ideas?

What about designing WordPress themes, instead? They are so easy to maintain and you can use all kinds of free plugins to make them do things a regular site does.
